This is just me, but I suspect you could make the biggest difference to the horn's low end by designing a new and larger mouthpiece. My "large" horn mouthpiece is still smaller than my trumpet's mouthpiece. I can't play any pedal tones at all using my normal mouthpiece, for the simple fact my lips can't fit inside the mouthpiece and be in a position to play these notes.

In terms of the bore diameter, it may seem small compared to the other (cylindrical) brass instruments. However, I have just very recently taken up learning the bassoon and in comparing its (also conical) bore to the horn's bore, I've noticed that the bassoon's bore diameter is smaller for it's entire length than the horn's.
