Don't underestimate the value of duct tape.  But first give your band
director a proper opportunity to have the bell properly fixed.

Your description sounds like the bell is so bad that the it is only held
together by the bell ring and the band at the socket end.  If the reality
even approaches that limit the bell is probably trash and needs to be
replaced.  If the crack is more like a split just open on the surface a
careful application of super glue in the crack (not all over the bell) may
help.  (Keep in mind that difficulty in playing the low Bb may have more to
do with the rest of the instrument than just the bell.)

If the school will not have the problem properly fixed then the real value
of duct can be exploited:  Humiliation!  Use enough tape to completely cover
the bell and "solve" problem.  Don't worry about messing up a bell that is
already beyond that.  Make sure it is seen.  A public concert would be
ideal.  Don't be bashful about this.  If it doesn't have immediate results
take it in to your principal for his edification.  Progress on to the
superintendent and on to the school board until something gets done.  Don't
keep this problem to yourself when you can share it with others.

Subject: Didjeridoo sighting!

News hounds alert!  CNN Headline News tonight includes a segment on a park in
Australia that features a park ranger, Lester Ives, playing a huge
didjeridoo.  He doesn't get a whole lot of screen time, but for people
curious about this instrument, as I was, the camera gives an excellent view
of the horn and the technique.
