Pedal as I interpret it means the nominal first harmonic for the instrument.
For a BBb tuba, this is 30 Hz Bb.  To make things clear in discussions,
lower notes played by adding valves are called sub pedals.
I often refer to the open Eb at about 41 Hz and its friends as pedals also,
because it is below the officially approved range, and not blessed by
the high school physics texts.
Thus any reference to sub-pedals would mean below 30Hz Bb or (32Hz C), which in
the case of the BBBb tuba is not even the pedal range. Though the pedals
of an organ would where you would expect to find them.
Remember in these discussions that the threshold for pain and the threshold
of audibility cross somewhere around 20 Hz.  An audible 20 Hz sine wave,
audible at the bell that is, requires at least 100 Watts of input energy
at the mouthpiece, generated by the lungs, (1/4 HP).  Fortunately the installed human
computer can create the sensation of low pitch from the overtone sequence!
This may mean that large bore in BBBb horns is not the way to go.

The CLEVELAND ORCHESTRA is playing an all Ravel program: Barque Sur
L'Ocean, Tombeau de Couperin, Rhapsodie Espagnole, L'Heure Espagnole,

William Kraft doesn't think so!  His "Encounters II," a solo tuba piece, has
a written CCC, that is, the C below the lowest C on a standard 88-note piano,
or the C below the 30 Hz. BBb pedal.
It is possible to play this note, but some tubists opt for flapping their
tongue from one edge of the mouthpiece to the other to "create" the low CCC
when performing this piece.

I am well aware of the tongue flapping method for the CCC in the Kraft.
I used it back in 74 for audition material.  Anyway you cut it, 16hz is
pretty slow, and not that pretty.  Using the tongue gives you a piece of
meat that you have more muscle control over than a pair of thin lips.
