Here's my simply analogy for understanding why 31 December 1999 is not the end of the 20th century or the 2nd millenium:

Imagine a 12-inch ruler.  Imagine running your finger along from the beginning of the first inch along the length of the ruler towards the other end.

When you reach the beginning of the twelfth inch, have you reached the end of the foot?  No, you've reached the end of only eleven inches.

By the same token, the end of the year 1999 is not the end of 2000 years, but only the end of 1999.  So the end of the second millenium & the 20th century is the _end_ of the year 2000.

As I recall, a low B may also be called for in Respighi's Pines of Rome,
though I don't own a score so as to be able to confirm that just now.

Another thing about the Y2K thing that is wrong is the
miscalculation of the birth of Christ by early
scholars. Jesus was actually born 4-7 years BC. No one
knows for sure exactly when. Most guess springtime in
one of those years. So the actual date right now could
be Dec. 16, 2005. Who knows? Nostredamus? I think not!
